Those are paired features. In order to be able to see the links / buttons of Video-Chat, VoIP and Games you need to enter into the user profile you want to have Video-Chat, VoIP conversation or play Games with. That user must be on-line at that moment and must be using the site from a different PC, using a different Internet connection. Then you'll see the links/buttons to Video-Chat, VoIP, Games and will be able to use them with that particular user.
